
The Board of Education of Frederick County elected Dean Rose as President and Rae Gallagher as Vice President.
The Board elections took place ahead of the December 10 Board of Education meeting. Each December, the Board holds elections for leadership positions for the upcoming year. Each Board member has a vote in the election.
This is the first time Rose has served as the Board’s president. After being elected to the Board of Education in 2022, Rose served two different one-year stints as the Board’s Vice President: from December 2022-23 and from December 2024-25.
Rose has lived in Frederick County since 1998 and served as a volunteer with several nonprofit organizations. His biography is posted online.
This is the second time Gallagher has served as the Board’s Vice President. She first served as the Board’s Vice President from December 2023-24. Gallagher was elected to the Board in 2022, she was previously appointed to the Board by then County Executive Jan Gardner in 2020 to fill a vacancy and completed her tenure that same year. She served as Board President from December 2024-25.
Gallagher has served in several non-profit leadership positions, collaborating with organizations to shift policy and ensure safe, supportive school environments. Her biography is posted online.
