» Frederick County Public Schools (FCPS) is requesting a waiver under the Maryland Blueprint for Education related to the state’s Minimum School Funding (MSF) requirement. The Blueprint requires that 75% of certain state education funds be spent at the school level within specific program categories, such as special education, multilingual learners, and college and career readiness. While FCPS meets the overall funding target in most schools, variations in enrollment, staffing, and student needs mean that some schools do not meet the MSF requirement in every category. The state’s Accountability and Implementation Board (AIB) allows school systems to apply for a waiver in such cases to prevent a loss of funding and maintain flexibility in how resources are allocated to best support students. This survey seeks community input to help inform FCPS’s waiver request and ensure transparency in the process.
